I am betting that Lucky bled all over some files when he first started, and Lex chased him away. Now he's only allowed in if he's covered up all of his stitching. Most likely, he managed to convince Lex that he SHOULDN'T have his facial stitching covered by getting a doctor's note explaining that he'll heal better if it can breathe.

I should draw Lucky in bandages more now. He is ADORABLE in them.
